What is Pro Domestic Employment?

Darren Heling: Pro-domestic employment is the support of policies that keep labor here in this country. For example, having a low corporate tax rate would be such a policy. Currently, the United States has the world's highest corporate tax and so when a company has an opportunity to move out of the country they have a good reason to do so.

Hong Hunkin: Pro domestic employment refers to efforts to do more things domestically than internationally -- irrespective of the efficiency of doing so. So for example, suppose you can produce a widget in the US for $10 and you could produce that same widget in Indonesia for $5. Free markets would direct the production of widgets to where it is most efficient -- in this ca! se Indonesia. Pro domestic employment would try to force the production of those widgets into the US in order to generate more US employment in the widget industry. Of course this is not economically sustainable, because the buyers of those widgets will have fewer resources now to do other things and employ other people. But it makes for great rhetoric when you leave off those consequences. We had an experiment with doing this in the 1930s. It was called the Great Depression and Senators Smoot and Hawley were responsible for the legislation that enabled it....Show more
